COVID-19 Response: Board formally adopts interim billing & collection policies

On March 16, 2020, Sammamish Plateau Water’s Board of Commissioners formally declared a state of emergency in response to the COVID-19/Coronavirus pandemic. At that time, the Board authorized staff to implement interim billing and collections policies and practices in response to the pandemic.

On April 6, 2020, the Board formally adopted and ratified those interim billing and collections policies, which are now as follows:

  • The District will stop water shutoffs or lock offs for non-payment, including rental homes, for a period not to exceed 60 days beyond the date the District withdraws the declaration of emergency.
  • If the District becomes aware of an existing locked off account needing access to water, the District will re-establish service for a period not to exceed 60 days beyond the date the District withdraws the declaration of emergency.
  • The District will suspend charging late fees, and not impose interest charges for past due water and sewer accounts for a period not to exceed 60 days beyond the date the District withdraws the declaration of emergency.
  • (Updated 7/7/2020) The District will work with customers who are unable to pay their bills for water and/or sewer service in a timely manner due to the impact of COVID-19 by extending long-term payment terms for a period not to exceed one (1) year beyond the date the District withdraws the declaration of emergency. For extenuating circumstances, the General Manager has the authority to approve longer-term payment arrangements of up to two (2) years beyond the date the District withdraws the declaration of emergency.
  • While the District can extend payment terms to customers in response to the COVID-19/Coronavirus pandemic, the District cannot “forgive” water and sewer service billings under Washington State law.

Important note: While the District is temporarily discontinuing water shutoffs for non-payment, the District has no jurisdiction over what multi-family complexes (ie. apartments) will do regarding their tenant accounts.

District Commissioners and staff will reassess these interim policies and procedures as situations change, and will make adjustments as necessary.
